On January 18th, the China Academy of Information and Communications Technology (CAICT) held a special action conference on the adoption of cloud technology among industries and enterprises—Industry Cloud Platform Seminar and Annual Achievement Release Conference in Beijing. Wang Lifeng, Technical Director of the Chengdu Branch, represented UCI at the meeting.
The purpose of the conference is to further promote the adoption of cloud technology and intelligent development among industries and enterprises, driving digital transformation and innovation in various sectors. The conference focused on the development trends of cloud computing technology, industry application practices, and how to provide more efficient, convenient and secure services for enterprises. The annual index report on industry cloud platforms (2023) was also released, and the evaluation results of the 2023 cloud management and industry cloud platform series were announced. UCI’s cloud platform obtained the Excellent Level Certification for Application Modernization and Transformation from CAICT.
Previously, UCI has consecutively received several certifications and honors from CAICT, including the Trusted Cloud Certification (Excellence Level) and the Best Practices in Transportation Industry Services from 2022 to 2023.
As one of the second batch of enterprises to pass the service capability assessment for application modernization and transformation, UCI selected three cloud platform scenario capabilities—Cost Saving, Elastic Deployment and Architecture Decoupling—to participate in the evaluation activity. Thanks to its extensive accumulation and continuous innovation in cloud computing technology, the company excelled in both the richness of scenarios and the professionalism of capabilities in these three capabilities, passing the CAICT assessment and obtaining the Excellence Level Certification.
The market size of cloud computing in China continues to expand, with an annual growth rate as high as 41%, making it a core force driving the development of the digital economy. Cloud computing, as the cornerstone of digital transformation, has become an inevitable trend for enterprises to embrace the digital wave. However, merely adopting the cloud technology does not equate to achieving digitalization. Many enterprises have found that the actual results fall short of expectations after adopting cloud technologies. Moreover, fully adopting new application platforms often comes with high costs, significant risks and long implementation cycles. As a result, enterprises are gradually recognizing that to truly realize the value of cloud computing, they need to optimize and modernize their business applications. This shift signifies that the approach to cloud adoption is evolving from simple utilization to achieving application modernization through the comprehensive transformation of infrastructure, architecture and operations. This transformation not only upgrades traditional applications to be compatible with more modern and emerging computing technologies but also brings unprecedented agility, efficiency and speed to the operational and strategic functions of enterprises.
As a technology innovation enterprise in the fields of digital transportation and cities, UCI is always at the forefront of the industry, committed to promoting digital transformation and upgrading within the sector. The company actively participates in the development and promotion of relevant technologies, aiming to provide clients with comprehensive and efficient digital solutions. UCI, especially, has achieved significant results in the urban rail cloud domain. Currently, its cloud platforms have been applied to several projects, including Kunming Metro Line 4, Taiyuan Metro Line 2, Shaoxing Metro Line 1, Yibin ART, Xi’an Metro Network, and Qingdao Metro Line 6 (Phase 1 Project), earning widespread recognition and high praise from project owners.
Receiving the Excellence Level Certification for Application Modernization and Transformation strongly demonstrates the quality and capability level of UCI’s application modernization and transformation services. In the future, the company will continue to strengthen its cooperation with authoritative institutions such as CAICT, continuously enhancing its technical level and service capabilities to provide clients with superior and more efficient solutions.

The Chinese government proposed the cultivation of new growth engines, such as the new generation of information technology, and the creation of internationally competitive digital industrial clusters, according to the Report to the 20th National Congress of the Communist Party of China. Cloud computing is the core foundation of the digital industry, providing strong support for the development of big data, artificial intelligence, computing power and large models. Accelerating the promotion of digital industry innovation centered on cloud computing and forming an integrated application development of cloud, new technologies and industry is crucial for advancing enterprise digital transformation. It is also an important measure to adapt to the digitalization of the industry and the transformation and upgrading of enterprises.
Against this backdrop, CAICT took the lead in collaborating with industry enterprises to formulate a series of standards for application modernization and transformation, aiming to define the modernization characteristics of application transformations and the corresponding capability requirements of service providers and help enterprises optimize their cloud adoption paths and fully leverage the efficiency of cloud computing through application modernization. The evaluation of application modernization service capabilities is based on the Service Capability Requirements for Application Modernization and Transformation: Basic Part. It primarily standardizes requirements across six capability domains: general requirements, cost savings, elastic deployment, security reinforcement, research and operation efficiency improvement and architecture decoupling. Participating enterprises can provide one or more scenario-based capability domains for evaluation. Based on the assessment results, each scenario is categorized into basic, enhanced and excellence levels.
